Office of the Chief Controller of Defence Finance (CCDF) (Pension and Fund Management) was established in 24 January, 2021 under the administrative control of Controller General Defence Finance. As per the kind consent of Honorable Prime Minister, Ministry of Finance approved the establishment of the office in 19 November, 2019. Since its inception, CCDF (PFM) is playing vital role in pension automation process within Bangladesh Army, Bangladesh Navy and Bangladesh Air Forces. At present, 1,75,000 defence pensioners are paid monthly pension through Electronic Fund Transfer (EFT). One of the important functions of offices under the CGDF is to maintain the accounts and payment of DSOP/DSPF/GPF along with regular payment of salary and allowance of the officers and JCO/ORs. Payment of Commutation and Pension on time is also an important responsibility of the Finance Controller’s offices. Based on this, they pay the salary and other allowances through EFT or by other means. Salary and allowance of current employees are currently paid on time through electronic fund transfer (EFT). But the theme of “Digital Bangladesh” will be questioned if the present regular and reinstated pensioners are forced to go to the banks to withdraw their pension benefits. Before 17 March, 2021 defence pensioners received pensions from Sonali, Agrani, Janata and Krishi Bank where discipline in payment was not ensured. Under the great leadership of Monowara Habib, CGDF around 1 lac pensioners out of 1,75,000 were brough under the coverage of EFT on 17 March, 2021. Now, all the pensioners are under EFT coverage and CCDF PFM is responsible for payment and maintenance of pensioners records. Besides this, for making the fund management system more efficient and simpler, this office has been helping the government by transforming the financial management system into a modern, automated, IT based and pro-people. Moreover, this office acts as policy making agent of CGDF in the field of pension and fund management.
